Lisander: Hello, people. I'm not sure how this is going to work. I'm ready to help, but I'll need your guidance since it's my first time as a Board member in NS Sports. I started this note as a repository of actions to be made. Feel free to use it too, add your ideas and plans. I don't have a list of next actions, so I started thinking what I think is more important.

1. Update the NSRB History: I've made this for Rugby Union. Seasons 1 to 24 of RWC and 1-25 Seasogs are all done. Other tournaments are pending that historic organisation and all of this should be registered in a Factbook.

2. The return of Seasogs and College Rugby: I send a TG to Polar Islandstates asking about a possible return of Seasogs and a TG to Aquitayne regarding International Collegiate Rugby Championship. Both are open to the return of these competitions.

	2.5. Link the RWC with the Seasogs. If we have one RWC and one Seasogs per season, it would be easier, because we have a "more or less" defined calendar, Polar Islandstates would have a little more time to prepare the competition and nations would have more time to local championships. I've been thinking about this in the last months, and now we have the perfect opportunity. We can have Seasogs 26 before RWC 26, Seasogs 27 before RWC 27 and so on.
 
3. "One-stop shop" signature: This is a minor adjust, I think we should add the most important links in the NSRB nation signature.

4. Rugby League World Cup: Probably this must be my first act as "NSRB Chairman", right? I'd like some guidance on that.

1. I saw that. Well done.

2. I support both of these things in theory. I have TG'd PIS in the past about reviving Seasogs, even just to get past stats so I could take over, to no avail. Glad you got a response. Also, I'd like to see the collegiate event come back. Are you certain that Polar is actually willing to still host, or just to work with a new host on taking over?

2.5  I'm all for keeping to a schedule of Cups and events that is independent of other sports. That being said, the schedule seems kind of fast. Are you talking about one Cup a season, whether it be Union, League or Sevens? Or one Union cup a season - 4 per year?
Not even thinking of League or Sevens. Too fast, considering how long it takes just to line up a host and close out sign ups. By the same token, one Cup of any rugby code just once every year and a half was obviously too long of a delay. So, yeah, one Cup of alternating codes per season, 4 total a year seems solid to me.
I think it needs further discussion, regardless. As well as whether we are indeed bringing back the Sevens Cup or amalgamating the total points for the Sevens cycle to decide a points leader.

3. Yes, seems fine to me.

4. As for setting up the RLWC, I suggest checking previous cup sign up threads, even going so far as to copy and paste, but changing relevant details such as dates, times and participants, including NSRB members and officials (us). Doing that makes it super easy and NS Sports is all about precedent wherever possible. The rest is up to the elected host, which means we shouldn't have to step in unless a proper host can't be selected. I did this before, taking over as NSRB president back before Liventia/Racao/Ko-oren took over. I have a pretty good grasp on this, so if you have other questions, shoot me a TG. That's my two cents.

Lisander: Points 1, 3 and 4 currently solved. RLWC on its way.

My current thoughts about rankings and calendar:

*Rugby calendar MUST be independent of other sports. Said that, and considering Seasogs/IRLCC are rugby competitions, I still believe it should be a concern of NSRB Calendar.

* I think 4 Cups each year are a good idea, but not for Sevens. The quick nature of Sevens should be encouraged, with short tournaments instead a Big World Cup. I think the sevens series need to be expanded. I think it needs at least five rounds, scattered throughout the year. If I had to establish a sequence of events, I would do something like:

*RLWC 17 / Seasogs and IRLCC / Sevens Event #1 / Sevens Event #2 / Seasogs and IRLCC / RUWC 26 / Sevens Event #3 / Seasogs and IRLCC / Sevens Event #4 / Sevens Event #5 /

Might still be a lot of Seasogs and IRLCC events for one year, depending on who is hosting, unless we can get alternating hosts. Are you sure that Polar Islandstates committed to this and hosting every session? I just find it kind of hard to believe, knowing how low on the priority list rugby has been for him and even NS in the past year or so. 3 a year, so maybe not too much, but again it depends on the availability and commitment of the host.

Also, we need to figure out the Sevens events and the story on a possible Sevens Cup. While I favor having a points system through the tournaments with no big final cup as well, I seemed to be in the minority last I checked on the rugby discussion thread. We never put it up to an official vote with the NSRB membership, and that should happen. To unilaterally institute such a change without membership approval is dicey, and if it's not popular, we're forcing an event that won't get many sign ups.

Specifically about the Sevens tournaments: We need to officially vote in URSA into the rotation, as it was never NSRB sanctioned. I think that won't be an issue. Then there's Port Louis (run by Racao), AVBF (run by me) and Londinium (run by Nova Anglicana). I think Racao (Ceni/Costa de Ouro) will still do Port Louis 7s. I would like to reserve a calendar spot for the AVBF in late Aug/early Sep, early winter at the latest. It's just traditionally when I do it and when I have the most time. Londinium may or may not run. I know Nova A has been on the fence before and I don't know if he's got another edition in him or not. New tournaments: Aquitayne mentioned wanting to run a 7s tournament, and I can approach him about that via TG. Maybe we could open it up to someone else, especially if Nova A drops out of the calendar. 

I like the calendar as a rough draft, but again, per above, we need to figure out what the specific 7s events are - Title, who hosts, what their preferred time is to run it. So, we won't really be able to do a complete calendar until we figure that out and we figure out if and how many Seasogs/IRLCC editions per year that Polar is willing to commit to. First up, before we work on a schedule, I'd probably recommend asking Nova and Ceni if they still want to do their sevens tournaments. If they don't want to, either because they've lost interest or they don't have the time, then we can add the URSA 7s to the schedule. If Aquitayne's still up for his own 7s tourney then we could include that to the schedule as well. Maybe ask other people if they're interested as well (I think Frenline Delpha was interested a while back but I'm not sure if they are still now or if we'll have time to add it in). Also, if we do have a Sevens World Cup, I'd recommend sticking it at the end, either as a Grand Finale or to decide the winner of the Series. Maybe both if you're up for it.

However, I'm not really sure whether or not we should implement a points system. While it would make it a bit more interesting because it's now a bit more competitive, there are also a number of teams that will only appear for the one tournament before dropping out. Not to mention that the AVBF 7s doesn't really have a shield tournament, instead having Cup/Plate/Bowl quarter-finals which would make allocating points a bit difficult. If we do decide to have points then I'd recommend doing it like the real life Sevens Series (https://en.wikipedia.org/wiki/World_Rugby_Sevens_Series#Points_schedule - sorry for Wikipedia), where we add them all up and whoever has the most points in the end is the winner; in the case of the AVBF 7s, give 3 points to each losing Cup QFer, 2 points to each losing Plate QFer and 1 point to each losing Bowl QFer. Nations who miss a sevens tournament would get no points.

And finally, how do you guys want to run the schedule? Are we going to start it in the Autumn and end it in Spring/Summer (or, in the Southern Hemisphere, start it in the Spring and end it in Autumn/Winter), much like the RL Rugby Sevens Series? Or should it all take place in a single year? Personally, I'm alright with Autumn-Spring/Summer but, if you guys are up for a year-round Series then I'm fine with that too. 

Those are my suggestions so far. If you think they're bad or terrible - or if you have any suggestions, corrections or anything like that of your own - then please share them.

2. I'm thinking about expanding it into a Rugby Festival, with a Rugby Club Competition, something like Melrose Sevens. I can host it in July, since it will be my college vacation month.

I have sent TGs to Nova Anglicana and Racao about if they're going to bring back their sevens tournaments, as well as a TG to Aquitayne about whether or not they're still interested in hosting a sevens tournament. Once we find out if we'll be seeing a third Londinium 7s, a second Port Louis 7s and/or an inaugural Aquitayne 7s (not the official name, of course), then maybe it might be worth thinking of when we should end the series (as in, what month) and look at how many more tournaments we can fit in before we cap it off with the 7s WC (if everyone's OK with that). Also, is everyone OK with that point system I suggested (which is basically the RL Sevens Series but with a little tweak for the AVBF 7s) or are we planning on doing a special one of our own?

And also, how do we vote on whether or not to include a 7s tournament to the cycle? Do we do it via TG or have we all got something else in mind?

I will have to think on the rest, but as for Aquitayne, I talked to him on May 9 and he was still interested in doing a regular level sevens tournament, tentatively titled the 'Cape Town Classic', and also wanted to do a collegiate/under 21 level tournament separate from that. 

Voting is done on the rugby discussion thread, for the whole NSRB - everyone who has participated in the last RUWC, RLWC and 7s tournaments. They send the votes to whichever account designated. That goes for hosting and any amendments to the constitution, or anything else that effects the NSRB.

The other thing that would need to be voted on is reinstating the sevens WC as it was removed from the constitution a couple cycles back. I think it would be a close vote. 

Also, we iron out this tentative schedule for the cycle. We probably should just have a good review of the constitution to make sure everything is on track and that there isn't anything in there that's been phased out in practice.

You are not incompetent at all. You are discussing things and moving things forward and not giving yourself enough credit. We have to pick up the pieces where the last NSRB exec council left us a mess to deal with. Two out of the three of them (credo/Ceni and Ko-oren) I have a lot of respect for and I know that between RL and their other focuses on NS, they just didn't leave enough time to work on rugby matters. In that respect, we're doing multiple times better than the last administration. 

Really, I think we're doing well and we just need to keep moving things forward. People will get impatient because things don't happen right NOW...instantaneously. That's their problem. Things might be a little stilted and there may be some lulls as we rush to fill the schedule, but the foundation we'll be leaving for future cycles will be huge. Hopefully, we'll have a full concrete schedule so that little work will have to be done to figure out the progression of tournaments. Also, we'll have a full stable of tournament hosts in the wings to step in and do what needs doing.

Anyway, there's a lot of work to be done and any progress is better than no progress at all. You also have a lot of vet RPers returning to the rugby fold and they just need to be lead in the right direction and they will give their contribution where needed. This is actually a very positive time for NS rugby and it's been re-energized like I haven't seen in some time. Communication and transparency are the keys and we have that going with this planning doc here, TGs and the rugby discussion thread. We need to now hammer out the fine details of a schedule and just keep on what we're doing.

I'm fine with you starting the bidding process for the new Sevens Series. However, I'm not really sure on whether or not to include the Olympic Sevens in the cycle, if that's what you meant earlier, Lisander. Mostly because the RL Olympic Sevens are their own thing but also it might screw the schedule up a little bit (for example, the 10th Olympiad was at the end of 2015 instead of during the Northern Hemisphere Summer). But I won't raise any fuss if we do put it in. I'd also recommend asking people if my suggestions a long time ago (scoring system, 7WC as grand final, etc.) are OK or if they've got any suggestions or whatever, but again it's fine if we don't.

Also, I'd also like to apologise for not really being active much lately as well. My laptop's acting up and, rather than risk anything or put up with the annoying screech, I just decided to not use it as much. It might need opening up and given a good dust but I'm a bit unsure to. Sorry to bore you all but it should explain why I might not be as active for a while.

Yeah, sorry, I didn't really understand that either about what you intended with the Olympics 7s. Elejamie had his doubts due to scheduling, my doubts are because of something different. Olympic Sevens are really more of a separate thing and shouldn't be used for ranking for the 7s cycle. Besides the fact that you will have nations that participate in that and submit a rugby 7s team to the Olympics, but won't contribute to NSRB otherwise; you also will have that same pool throwing in a dynamic that will not accurately represent the cycle for those nations that do participate in both Olympics and regular NSRB events. There's no reason that someone couldn't RP about it during NSRB events, but I think it needs to stay an IC connection rather than try to incorporate that into our ranking system.

I'm all for getting the voting rolling, though. I also do need to get crackin' on the match officials pool thread. I've had a very busy few RL weeks that have gotten in the way of my NS progress.

I'd start with some Roleplaying. Good old "So we're playing sevens, how about keep playing in the NSRB sevens series?" is a valid approach. Lisander will be in Olympic Rugby, and I plan to roleplay like a NSRB officer yet to be named, for example. Other actions may be possible. Something like sending NSRB referees to Olympic Rugby. Of course Olympic system is different, but having a bit of NSRB there is good to keep the Rugby up and going. BTW, without Rugby Giants like Neu Engollon, Racao and Nova Anglicana, Lisander may have a little bit of a chance.

First of all, I'm fine with a transfer spreadsheet. However, I'm not really sure on how we could protect it from vandals. I mean, while read-only would be the best and safest bet, one of us would have to make it and ask to be sent TGs consisting of the players' names, stats and any other information. And unless one of us has that "unlimited TG" space thing, it's going to be a bit difficult to keep track. That being said, if you guys have any better ideas, please share them.

Secondly, I'm fine with however we end up doing the R7WC, although I'd personally recommend having it as a normal WC that just happens to be at the end of the series. After all, it won't be fair to not let teams take part just because they weren't at the last tournaments.

And, finally, are we going to have a scoring system, where you get points depending on how you finished in each tournament? And, if we are, then how are we going to do it? Because, while it could make it more competitive and might make teams want to play in the next one (plus it might give everyone something to RP about), there are probably going to be one or two issues. Bringing this up again because I think we just missed it the first time I mentioned it.

I'd personally recommend doing a bit of both, especially since we have a number of tournaments (well, the AVBF 7s at the moment) that only have the Cup, Plate and Bowl tournaments without a shield. After all, we can't award points for Shield winners, runners-up, etc. because there won't be one. However, instead of making Neu Engollon have a Shield tourney, I'd recommend doing something like "3 points for anyone knocked out in the Cup QF, 2 points for anyone knocked out of the Plate QF and 1 point for anyone knocked out of the Bowl QF". And, as previously mentioned, no points for anyone who misses a tournament; that way, we don't have to do a massive sevens series sign-up post or anything like that. Again, just a suggestion and I'm sure you and Ngol can come up with something better.

First, about R7WC:

If we'll have every tournament with the same criteria (open to all nations), what is the real difference between a Sevens Series Event and the R7WC. What is unique to the World Cup?

Second, about Rankings:

The World Rugby Sevens only gives points to Top 16. I believe this is just fair. Even if 20, 24, 32, 48 or 64 teams join, only 16 will be awarded points. Better luck to other ones. I suggest we ignore things like "Cup, Plate, Bowl and Shield" at least for the point tally, and award points based on positions. 1st, 2nd, 3rd, 4th, et cetera.

Third and last:

I sent TGs to Ceni (Racao) and Nova Anglicana, about its Sevens Tournaments. How much time should I wait for an answer, in your opinion?

UPDATE: Port Louis Sevens won't happen.

First up, good counterargument re the R7WC. Especially since the only difference between it and a normal sevens tourney would've been that anyone can host it. In that case, I would suggest saying that the top 16 teams at the end of the series go through to the R7WC but the problem there would be that we'd still need to find a host out of those 16 teams. Or something like that. Maybe a mass TG for the lucky 16, asking anyone interested to put up a host bid or something much better.

Secondly, that would be a much easier system, awarding points for 1st-16th. In that case, should we have it as 16 points for first, 15 points for second, etc? Or should we use the RL system of 22 points for first, 19 for second, etc? Personally, I'm in favour of the first one but I won't mind if we use the RL points system.

And, finally, I'd recommend waiting until the deadline (9pm UTC on 15th July) for Nova to get back to you. If they haven't, then theoretically we could consider the Londinium 7s either dead or no longer part of the series, maybe opening up a spot for another sevens tourney (I would do one but I can't for a variety of reasons) just so we don't have to mess around with the calendar just so we can run this thing. Either way, shame to hear that we won't be getting another Port Louis Sevens.

I'd be happy to keep running the Dwile International Tournament, perhaps with a rebrand to a new form of RUCT (not Seasogs) - I've always wanted to run a domestic competition and would like to see domestic rugby happening again and see if the tournament entrants levels can go back up to the levels they used to be back when Seasogs was in full swing!
There is also the IRLCC (the old rugby league tournament) which could be revived as that hasn't run in even longer than Seasogs (I don't really have rugby league in Apox so wouldn't have much to do with it). Perhaps there could even be an expansion to a Champion's Cup/Globe Cup style system for rugby on here?

In any case, let me know your thoughts, and just letting you know that I'd definitely be interested in being involved with running some domestic rugby on NS.

I haven't answered yet, but you know I like the idea of revamping Rugby Union Champions Trophy. We should leave SEASOGS behind (maybe choose a new sponsor, or not. Preferably not. I'd like to stick with Champions Trophy) and manage to retake the rugby history. 

The Rugby "Globe Cup" could be the former Challenge Cup from the early times of the Domestic Rugby topic, and I have the logos for it.

For the Club VP, I assume Apox is the most recommended, since he's already running a international competition.

And last but not least, the Transfer spreadsheet. I'm currently filling up the tables for Lisanderian PRO12 players, and ASAP, will start moving players to overseas (Lisander is an island), so bring it on. I think the system developed for Hockey is a good start.

Quick, about Champions/Challenge:

Champions Trophy should be like European Rugby Champions Cup (former H-cup) (to teams ranked 1-2 or 1-4)
A later Challenge cup (like European Rugby Challenge Cup, former Amlin Challenge Cuup) to teams ranked 3-4 (or 5-8 depending on the league), but there's no need to start it now, we should have at least two editions of Seagogs/Champions Trophy before it.

So, to have Club Rugby running again after RWC, I think we should appoint Apox as Club VP, to take care over Champions Trophy aka Seasogs. What do you think? Just appoint Apox or open an election?

First of all, have you asked him if he wants the role? Because if you have and he does, then I'd say go for it since I can't think of anyone else who'd be interested. If he doesn't want the role, I'd say hold an election. If you haven't asked at all then I'd recommend doing that. Unless he's already said that he's interested, at which point just appoint him Club Prez.

That's not really the same thing as being eager for Club VP. He's eager to run the Dwile tourney, but is he willing to take on the other responsibilities of a member of the NSRB, as Club VP? You're sort of conflating two things here.

Well, 'Other VP responsibilities' defined as filling in when all the other VPs are unreachable, MIA, busy, etc., but yeah, I think that pretty much covers it. Apox, assuming he takes the Club VP spot first, has already been on the NSRB, as far as I know, so it shouldn't be too difficult for him to grasp. As for the Champions Trophy, that would be the Dwile International, correct? 
In which case, Apox is the only one who would probably run that as it's IC in his nation. Upon the contingency that he would no longer want to fulfill Club VP duties or be voted out or CTE, we might have to consider a new IC host for the Club Championships down the line, which would mean a name change of the tournament and maybe some other details, but likely keeping the ranking structure.

Hey everyone,

Just confirming that I'd be happy to take over a "Club VP" for the NSRB. As Neu Engollon previously said, I've been part of the NSRB before - I was Union VP (and overall President at the time) the run before you guys I think (as well as being a former WCC president and current cricket co-Prez) so should be able to help out with any other stuff in terms of emergencies. 

So, if it's alright with you guys, I'll take over duties with regards to hosting the RUCT. I agree that dropping the Seasog's part is a good idea, as is dropping the Dwile International part. Could always run with just calling it RUCT for the time being? With regards to some things dicussed above, here are my thoughts:

- On the IRLCC: This was a sister domestic tournament for rugby league which was run for a few editions by Ancharmunn and then Paradystopia I believe. I'm not suggesting to currently restart it (as I'm not sure the domestic rugby interest has sufficiently recovered yet from the year or two with little to no tournaments and additionally, my main rugby interest is in Union). However, should there be interest in the future, I could always revive it.

- On a Globe Cup competition/differing numbers of entrants to the RUCT: Fairly ambivalent about this. I think in a few editions time, I might have some sort of structure towards having higher ranked nations being able to submit more teams, but with the last two Dwile Internationals having 6 associations compete in them, I'm not sure there are enough participants at the moment for a second tier competition. Happy to hear opinions on this though.

With regards to the Club VP position, will I need to be elected along with the other positions, or is it more of an honourary title where a new election would take place should I be unable to continue. I feel it's better to have a bit more of a progression than previously with regards to what to do if the scorinator can't run these tournaments any more, to avoid the situation that happened with PIS.

Howdy guys, a quick update.

As we should know, we were supposed to move on to the Freedom 7s (hosted by Frenline Delpha) sometime following the completion of the URSA Sevens in Lisander. However, a few months have passed and, since then, FD has CTE'd. I have messaged both Neu Engollon and Lisander about this (and probably Apox; apologies if I haven't) and NE said that he'll message Aquitayne to see if they're still up for hosting a tournament. While I haven't heard back from him yet, I have two ideas of how to deal with this and whichever one gets the most votes between you three is the course we'll take:

1) We skip ahead to the Savojar 7s, provided that Savojarna's still up for it. Should Aquitayne still be up for hosting a tournament, we could put it as the last stop before the 7s World Cup.
2) If Aquitayne is alright with hosting a tournament, we do that instead of the Freedom 7s and then go back to our scheduled programming with the Savojar 7s.

In both situations, the Freedom 7s will be put on the back burner and will hopefully return if and when Delpha comes back, whether it be this cycle or the next one. If anyone has any other ideas about what to do in this situation, feel free to share it. And, just to clarify, I'm fine with whichever option you guys vote for which is why I'm not going to pick one (in other words, I'm abstaining).

Firstly, I must apologise for the disappearance. I recently started in a new job and I'll need to fix some glitches and delayed posts during weekend, and there's college too.

If I promised you some post, logo, tournament or something else, please drop me a PM.

I'll give a look at the calendar carefully when I leave job. But from now I bring you a possibility. We could have some College Rugby. Intercollegiate Rugby Championship (ICRC) had one edition under Aquitayne and he have already allowed me to continue, if I could.

I sent a TG to Aquitayne as well as a Discord msg and I'm waiting to hear back. In the meantime, it wouldn't hurt to have a fall back plan set up. Maybe reach out to Savojar and see if he's still down for doing his tourney. We definitely need to get NSRB back on track here. I have been busy too RL and kind of let it slip, so I take my share of the blame.

I sent a TG to Savojarna earlier and got a reply back about an hour ago. He's still up for the Savojar 7s (it's just that he was waiting for the Freedom 7s) and, if we want to, he can open sign-ups on Monday. If it's alright with you guys, I recommend that that's what we do, as it will bring us back up to speed. If Aquitayne's still interested in hosting a sevens tournament, then we could have it at the end of the series or after the Savojar 7s but before the Watson's Bay 7s (if the Kiaser Colonies is still interested in hosting it).

P.S. An international college rugby tournament sounds like a good idea, although I'd make it more of a group effort (if not relegate it to a specific president) rather than give it its own president.
